1960–70களில் மாநிலங்களிலும் மத்திய அரசிலும் "கட்சித் தாவல்" மிக அதிகமாக நடந்தது.
"Aaya Ram – Gaya Ram" என்று ஒரு MLA நாளுக்கு நாள் கட்சி மாறும் சம்பவங்கள் அரசியல் நிலைத்தன்மையை குலைத்தன.

அதன் நோக்கம்:
Party whipக்கு எதிராக vote போடுதல்.
கட்சியிலிருந்து தானாக வெளியேறுவதாக அறிவித்தல்.
Election பின் வேறு கட்சியில் சேர்ந்தல்.
Independent candidate எந்தக் கட்சியிலும் சேர முடியாது.
6 மாதத்திற்குள் party choose செய்ய வேண்டும்.
